- Create new ui/settings_dialog.py with tabbed interface

- Remove old SettingsDialog from main_window.py
- Update on_settings() to use new comprehensive dialog
- Screenshot hotkey settings now in Settings (Ctrl+,)
- Computer Vision settings now in Settings dialog
