feat: Development Swarm - Comprehensive Test Suite
Deployed 4-agent development swarm to validate EU-Utility Three-Tier API:
API Test Architect (api-test-architect):
- api_comprehensive_test/ plugin with 60+ tests
- Tests all PluginAPI services (26 tests)
- Tests all WidgetAPI methods (33 tests)
- Tests all ExternalAPI features (16 tests)
- HTML results widget with real-time display

- ui_test_suite/ plugin with 20 UI tests
